Aliens and Natural-born Subjects
Natural-born subjects are such as are born within the dominions of the crown of England with allegiance of the king; and aliens, such as are born out of it. Allegiance is the tie.

Nations have a symbiotic dependency on their inhabitants' conduct.
The ruler of a nation, on the authority given, enforces conduct both within the nation and with other nations. Making demands on people invokes the dependency pledged as a force owed the nation for success of control and the result further reinforces the ruler's control.
